China-Nigeria Cybersecurity Study Exchange Program

Description: There is no substitute for firsthand experience. This transformative exchange program is sending Nigerian students, researchers, and professionals to leading Chinese cybersecurity institutions while hosting Chinese experts at Nigerian universities and research centers. Participants gain intensive exposure to advanced cybersecurity technologies, research methodologies, and operational best practices that are directly applicable to African contexts. Nigerian participants return home not just with certificates, but with networks of international collaborators, cutting-edge knowledge, and the confidence to tackle complex security challenges. Meanwhile, Chinese participants gain invaluable insights into African cybersecurity challenges, creating a two-way knowledge flow that benefits both continents. This is not just education—it’s building a generation of cybersecurity leaders who think globally and act locally.

.NET Application Security for Nigerian Digital Services

Description: Nigeria’s digital government services, banking platforms, and enterprise systems overwhelmingly run on Microsoft’s .NET framework, yet vulnerabilities in these applications pose significant risks to our digital economy. This research project is conducting comprehensive security assessments of .NET-based systems powering Nigerian critical infrastructure, identifying vulnerabilities before criminals can exploit them. We are developing secure coding standards specifically tailored to Nigerian deployment contexts, creating automated security testing tools, and training developers to build secure applications from the ground up. Our partnership with Chinese researchers brings expertise from securing .NET applications serving massive user bases, adapted to African infrastructure realities. This is practical research that protects real systems, safeguarding Nigerian citizens’ data and government services today while training the secure software developers we need tomorrow.

Establishing Baseline CERT Cooperation Framework

Description: Successfully established the foundational framework for ongoing Nigeria-China CERT cooperation, including memorandum of understanding, communication protocols, and initial trust-building activities.

Status: Completed (2023 - 2024)

Outcomes:

  • Signed bilateral CERT cooperation agreement
  • Established secure communication channels
  • Conducted 3 joint workshops with 200+ participants
  • Published comprehensive cooperation framework document
  • Created foundation for all ongoing collaborative projects

Impact: This foundational work opened doors for sustained cooperation, creating the trust and operational procedures that enable all current collaborative initiatives.


Future Directions

We are exploring several exciting research directions that will further strengthen China-Nigeria cybersecurity cooperation and address emerging threats:

  • AI-Powered Threat Detection for African Networks: Adapting Chinese advances in artificial intelligence for threat detection to African network infrastructure and attack patterns

  • Secure Digital Identity Systems: Joint research on blockchain-based identity systems that can serve Nigeria’s financial inclusion goals while maintaining security

  • Industrial Control Systems Security: Protecting Nigeria’s critical infrastructure including power grids, oil & gas facilities, and telecommunications through Chinese expertise in ICS security

  • Mobile Payment Security for Africa: Leveraging Chinese mobile payment security innovations to protect Nigeria’s rapidly growing fintech sector

  • Cybersecurity Policy Development: Comparative research on cybersecurity legislation and policy frameworks to inform Nigerian policymaking

  • Regional Cybersecurity Training Hub: Establishing RiverStar as West Africa’s premier training center for China-Africa cybersecurity cooperation, serving the entire ECOWAS region
